Safe and Sound Bridge Improvement Program

What is Safe and Sound?

MoDOT's Safe and Sound Bridge Improvement Program will repair or replace 802 of Missouri's worst bridges by October 31, 2014.

When will work begin?

The Safe and Sound program will improve 248 bridges in Missouri using a modified design-bid-build process, packaging the work by type, size and location of the bridge to accelerate construction schedules. Rehabilitation of 100 of these bridges is scheduled to begin in spring 2009.

MoDOT will solicit design-build proposals to replace the other 554 bridges in a single contract. This contact has also been advertised in late 2008 and will be awarded in late spring 2009.

In the St. Louis region, there are 23 bridges listed in the Safe and Sound program. Five are in Franklin County, twelve in Jefferson County, five in St. Louis County and one in St. Charles County.

How much will the bridge improvement program cost?

The capital cost of construction for the design-build project is estimated to be $350 million to $500 million, while the modified design-bid-build portion is expected to cost $150 million to $200 million. MoDOT will sell bonds to pay for the project, with annual payments of approximately $50 million. MoDOT will use roughly one-third of the federal bridge funds it receives each year to make those payments. The Safe and Sound bridge improvement program requires no additional funding.

Which bridges in my community will be impacted by the construction work?

At its November 2008 meeting, the Missouri Highways and Transportation Commission awarded approximately $1.47 million to the lowest bidder for the first of five bridge projects in the St. Louis region.  Starting in spring 2009, work will begin on five bridges in Jefferson County.

The five bridges are:

  • Interstate 55 bridge over Route 61 and Isle Dubois Creek-

This project consists of bridge rehabs on both northbound and southbound bridges over Route 61 and Isle Dubois Creek.  This project was awarded to St. Louis Bridge (Arnold, MO) for $1,044,714.59.  This project is expected to begin in spring 2009 and is expected to be completed by October 2009.

  • Route 30 over Dulin Creek-

This project involves a bridge rehab on the westbound Route 30 bridge over Dulin Creek approximately one mile south of the intersection of Route W and Route MM. This project was awarded to St. Louis Bridge (Arnold, MO) for $427,863.55.  This project is expected to begin in spring 2009 and is expected to be completed by May 2009.

All five bridges will remain open during construction work. Details on detours and/or lane restrictions during construction are still being finalized. Detours and/or lane restrictions will be posted on this page when they become available. Safe and Sound signs have been posted on all St. Louis area bridges designated for rehab or replacement.
