Transportation Management Plan Strategy Matrix
 

Background:

One of the 13 possible components needed to develop a Transportation Management Plan (TMP) is the “Work Zone Impact Management Strategies” (WZIMS).  FHWA constructed the management strategies to provide guidance to minimize traffic delays, improve mobility, maintain or improve motorist and worker safety, complete road work in a timely manner, maintain access for business and residents.

 

The Work Zone Impact Management Strategies is based on a three tier table as shown on pages 4-6.  The first level management strategies are categorized into three sections titled: I. Temporary Traffic Control Strategies, II. Public Information Strategies, and III. Transportation Operations Strategies.  The table has nine second-level strategies and 125 third-level strategies.

 

Once the strategies were identified, FHWA had several groups take the WZIMS information and made a “Work Zone Management Strategies Matrix” (WZMSM).  The matrix took all 125 strategies and provided greater detail for the people producing the TMP.  The WZMSM provides the following strategy information:

  • Does the strategy improve “ Mobility Improvement”, “Motorist Safety Improvement”, and  “Worker Safety Improvement”?
  • What “Triggers for Consideration” would the strategy solve? 
  • Each strategy is provided “Pros”, “Cons”, and “Other” considerations. 
    • Ø     Strategy Example: IIIB05 Bus turnouts
    • Ø     Mobility Improvement - Yes
    • Ø     Motorist Safety Improvement - Yes
    • Ø     Worker Safety Improvement – No
    • Ø     Trigger for Consideration – High occurrence of bus traffic and stops
    • Ø     Pro – Improves traffic flow and safety by minimizing traffic conflicts
    • Ø     Con – Cost
    • Ø     Con – Time to design and construct
    • Ø     Other – Provision of gaps and sight distance for the buses to re-enter the traffic stream

 

Due to the size of the WZMSM, MoDOT developed a program, titled TMP Strategy Matrix, which would allow a person to review strategies easily by entering certain triggers for consideration. 

 

Overview of the TMP Strategy Matrix Program Screens: 

The first screen is called TMP Strategy Matrix Report.  The “TMP Strategy Matrix Report” screen has 5 tabs titled “Report Header”, “Duration-Staging”, “Impacts”, “Location”, and “Traffic”.  The tab descriptions are as follows:

 

Report Header Tab

The person will be able to input project information in the “Report Header” tab for future reference.  The “Report Header” information consists of the following:

  • 1)      User Name – Person’s name that is inputting the data.
  • 2)      Date – The present date will automatically be on the screen, but a person has the option to put any date for a project.
  • 3)      Job Number – The job number has enough characters for a design job number, construction project number, or maintenance project number.
  • 4)      County – A county can be selected from a pull down tab.
  • 5)      Route – A route number or letter designation can be placed in the data space.
  • 6)      Description – This field provides extra space to describe the project in greater detail.

 

Duration-Staging Tab

The “Duration-Staging” tab has 15 triggers for consideration.  The duration-staging triggers provide guidance for long or short-term duration projects, multi-staging concerns of the project, night work, etc.

 

Impacts Tab

The “Impacts” tab has 16 triggers for consideration.  The triggers will provide guidance for incident management, stopping, turning, and merging vehicles causing delays or incidents, provide public warning information, enforcement concerns, etc.

 

Location Tab

The “Location” tab has 19 triggers for consideration.  The triggers range from rural and urban areas, use of detours and alternate routes, concerns of multi-modal transportation options, pedestrian/bicycle concerns, etc.

 

Traffic Tab

The “Traffic” tab has seven triggers for consideration.  The traffic triggers will help identify possible solutions pertaining to traffic volume, accident rates, delay of travel, etc.

 

Operating the TMP Strategy Matrix:

  • Enter information in “Report Header” tab.
  • Click on a particular trigger of consideration tabs titled “Duration-Staging”, “Impacts”, “Location”, and “Traffic”.
  • Click and highlight a particular trigger.
  • Continue clicking and highlighting any pertinent triggers located in the 4 tabs.
  • When highlighting the trigger selection a person can click once to select and click again to unselect.  If a person has selected several triggers on a particular tab and would like to deselect the choices then the person shall press “Clear This Tab” button.  To deselect all your choices on all four tabs then the person shall select “Clear All Tabs”.
  • Once the triggers have been selected then the person can select either/or both “View Full Report” or “View Synopsis Report” icon.
  • The person can make any changes to the trigger selection and then update the “View Full Report” or “View Synopsis Report” by pressing the corresponding icons.
  • The full and synopsis reports can be saved to any database by selecting the “Save Full Report” or “Save Synopsis Report” icons.
  • If the person would like to have a hard copy of the set of triggers with their reports then the person should click on “View Settings Reports”.  The person can then save the “View Settings Report” to any database by clicking “Save Settings Report”.

 

Reports:

The TMP Strategy Matrix Report provides all information under the four categories of Duration-Staging, Impacts, Location, and Traffic.  The trigger of consideration is the next tier.  The rest of the tiers are based on the table of the FHWA Work Zone Impact Management Strategies as located on pages 4-6.  With every strategy, the appropriate information of the strategy is added, per example, “ Mobility Improvement”, “Motorist Safety Improvement”, “Worker Safety Improvement”, “Pros”, “Cons”, and “Other” considerations.
