The first Partnering for Innovative Efficiencies meeting resulted in four teams:
- Alternate methods of project delivery
- Best practices
- Earlier completion of projects
- Employee recruitment and retention
Alternate Project Delivery Team
MoDOT does not use alternative project delivery enough in design and construction. This team was charged to consider:
- Develop a process to involve contractor/industry in the scoping process of a project
- Identify opportunities to streamline the environmental process
- Identify strategies for accelerating utility relocations

Best Practices Team
This team meet to look into utilizing best practices, especially to:
- Develop a proposal to expand Practical Design and Value Engineering

Earlier Completion of Projects Team
This team’s mission was to identify ways to implement innovations, methods and incentives for early completion of projects, which included:
- Identify ways to shorten the time between bid opening and the notice to proceed
- Develop improved work zone processes for hours of operation and road closures
- Develop a proposal to close roads more often to accelerate construction
- Develop incentive/disincentive proposals for earlier completion of projects
