Order Expedites Emergency Relief Efforts in Gulf States
Executive
Order 05-23 , issued by Gov. Matt Blunt of Missouri on
Tuesday, Aug. 30, waives several requirements for motor carriers
who travel through Missouri while engaged in disaster relief efforts
in Alabama, Florida, Louisiana or Mississippi. The order
continues in effect until the expiration date set forth in the
National Declaration of Emergency issued by President Bush, and
the expiration dates of any emergency declarations issued by the
governors of the states of Florida, Mississippi, Alabama and Louisiana,
or Oct. 25, 2005 at 12:01 a.m., whichever earlier occurs.
Motor carriers who do not meet Missouri registration and fuel
tax requirements may proceed without obtaining a trip permit.
Carriers of overdimension and overweight loads must obtain a permit.
Permits are required to ensure the safe passage of the carrier,
the safety of the traveling public and the preservation of Missouri's
highway and bridge system. The permit process can be expedited

Please
mention the permit is for a hurricane relief shipment and have
the following information at the ready:
Year, make and license plate number of the power unit and trailer
Size, make and serial number (last four digits) of the commodity
Load origin, destination and consecutive routing
Overall width, height, length of the power unit and trailer combination
Length of the trailer and load
Date of movement
OD/OW
emergency relief shipments can take place over holidays
and at night, a practice normally not allowed. At night,
or when visibility is less than 500 feet, drivers are required
to use a reflective, oversized load sign and clearance lights
instead of flags at the edges of their loads.
MoDOT
will waive OD/OW fees for disaster relief efforts when carriers
donate their time; the use of their equipment and the commodity
under load is fully donated. Carriers of loads hauled for-profit,
including those hired by FEMA and SEMA, will be charged the permit
fee. Permit fees also apply to those who haul their own
equipment to disaster areas as part of for-profit work.
It
is also important to note Governor Blunt's reference to the National
Declaration of Emergency for the States of Alabama, Louisiana
and Mississippi issued by the President of the United States of
America. President Bush's declaration authorizes exemptions
from Title 49 of the Code of Federal Regulations, Parts 390-399
for carriers participating in disaster relief. Parts 390-399
outline many safety regulations.
Commercial
drivers license and drug and alcohol test requirements remain
in place.
