Skill Performance Evaluation

Intrastate Certificates

Missouri allows individuals who are not physically qualified to drive commercial motor vehicles intrastate because of one or more of the following conditions, to apply for a Skill Performance Evaluation certificate:

      • Limb amputation
      • Limb impairment
      • Vision impairment
      • Insulin-treated diabetes mellitus

Hazardous Materials

In order to maintain a Hazardous Materials Safety Permit, a carrier must:

  • Maintain a “Satisfactory” safety rating at all times. 

  • Maintain an out-of-service rate below the top 30 percent of the national average in the areas of driver, vehicle and hazardous materials out-of-service.

  • Maintain a crash rate below the top 30 percent of the national average. 

  • Have a satisfactory security plan to include a communication plan, and, security training program.

  • Update the MCS-150B form every two years (minimum).

  • Comply with the Federal Motor Carrier Safety Regulations and the Hazardous Materials Regulations at all times.

  • Register with the Pipeline and Hazardous Materials Administration (PHMSA).

  • Maintain the minimum financial responsibility required by the FMCSRs, Part 387.9, or an applicable state requirement.

 

Those who haul highway route controlled radioactive materials or Division 1.1, 1.2 and 1.3 explosives, must also have a written route plan that must be carried by the driver and a copy of the carrier’s HMSP or other document showing the HMSP number.  The driver must also have available the telephone number of a company employee or representative familiar with the routing of these specific materials.
